Higher education inverts the constraints that shape school deployments. This chapter is still in research, and it currently has the thinnest evidence base in this part.

Where school systems buy centrally for a captive user, universities are fragmented, autonomous, and populated by users who acquire tools independently of any institutional decision. The contested questions change accordingly.

The questions this chapter has to answer:

- What a credential certifies. When an agent can produce the assessed artefact, the assessment no longer measures what it was designed to measure. Institutions can respond by changing the artefact, changing the conditions, or changing the claim the credential makes. Each choice has costs. - Academic integrity. Detection, disclosure, and permitted use are being settled institution by institution, largely without shared evidence about what any of the approaches achieve. - Research use. Universities are both adopters and producers of the underlying work, which makes their position different from any other institutional buyer in this book. - Procurement and autonomy. Fragmented buying weakens the seat-count dynamics visible elsewhere, and may make usage harder to observe rather than easier.

This chapter should also state plainly what the record does not contain. At the time of writing, this publication holds no university-sector evidence at all: no institutional survey, no integrity-body report, no measured study of use in higher education. That absence is itself a finding about where attention and disclosure have gone.

What will make this chapter publishable

At minimum one dated, inspectable source from the sector itself — an institutional policy survey, an accreditation or integrity body, or a measured study — rather than vendor material about education generally. Vendor announcements about campus availability will not substitute.
